Minister's Portfolio

The Ministry has an established career structure, organised into three core Divisions, compromising the Political/Protocal and International Affairs Division, Trade Division and the Scholarships/Training and Bilateral Division. The Ministry also has a Corporate Services Division, which provides support to the core divisions and overseas missions of the Ministry.

Political/Protocol and International Affairs Division
Minister of Foreign Affairs & Trade
  • Provide policy advice and representation activities towards the management of Samoa ’s foreign and trade relations with other countries;
  • Provide policy advice and representation activities related to the management of Samoa ’s membership of and foreign affairs and trade interests in international and regional organizations.

Scholarship Training & Bilateral Division
Short Background

Develop policies for the administration of long and short term study and training opportunities and advise Government pertaining to scholarship and training schemes available. Also manage all aspects of Samoa 's bilateral relations especially with key bilateral partners on development and technical assistance

Born at Lepa, Samoa, Malielegaoi is an economist by profession. He attended high school at St Joseph's College, Lotopa then obtained a master's from the University of Auckland, becoming the first Samoan to receive a master's degree in commerce.

He was first elected to the Samoan parliament in 1980 and became Deputy Prime minister in Tofilau Eti Alesana's 4th administration in 1991. Tuilaepa took over the Human Rights Protection Party's leasdership and Prime Minister when Tofilau passed away in 1998

Trade Division
Speech

Formulate, recommend and develop appropriate policies and strategies in consultation with stakeholders on trade policy and promotion strategies and ensure Samoa ’s participation in regional and international trading arrangements.

Corporate Services
Support services to facilitate the operation of the Ministry involves the securing of necessary financial and human resources, maintenance of an efficient and effective corporate framework and responsible use of available resources.
