Through partnerships and engagement in international discourse and agreements, Samoa has been able to secure assistance to address the development needs of the country, which has been implemented through the 14 sectors of the economy ( infrastructure, transport, energy, water and sanitation, environment, community, trade, commerce and manufacturing, law and justice, finance, tourism, communications, public administration, health and education).
Samoa has adopted a sector wide approach towards sectoral programming with the aim to coordinate efforts at the national level towards the attainment of sustainable development and an improved quality of life for all Samoans. The emphasis is on a whole of Government approach allowing for holistic planning and more effective governance for the efficient mobilization of resources. This allows for greater transparency, accountability whilst ensuring that resources are aligned with Pathway for the Development of Samoa and Sustainable development goals and aspirations.
Sectoral programming meetings for the 14 sectors are convened on a regular basis.
