Corporate Services & Overseas Missions

The Corporate Services & Overseas Missions Division (CSOMD) is responsible for ensuring that the proper support and services are provided to the professional staff of the Ministry including those at our overseas missions in a timely and efficient manner.  The support services provided by the CSOMD in all aspects of its work towards the fulfillment of the mandated functions of the Ministry are very important. The following are the CSOMD’s main areas of responsibilities :

 

Accounts and Administration

ACCOUNTS AND ADMINISTRATION

►    Manage Financial Transaction in an efficient and effective approach.

Procurement and Payment Services in accordance with the GoFar System (People One Finance System)

Implement and monitor expenditures and revenue in compliance with the Budget.

►    Co-ordinate and facilitate in budget preparation, planning and distribution to outputs.

►   Provide financial advice and reports on the budget measures.

►    Monitor Ministry asset register and related matters.

►   Compliance with the PFMA Act 2001 and Treasury Instructions.

 

►   Ensure effective and efficient administration within the Ministry

Monitor data entry procedures and maintain accurate payroll records

Monitor the implementation of standard formats, templates and procedures manual

Ensure compliance with up-to-date GoS requirements.

Human Resource Management

Human Resources Management provides the following services to manage human resource functions for the ministry through the following:

o   Recruitment & Selection for MFAT positions

o   Induction Program for new recruitments

o   Employee Statistics for MFAT

o   Performance Management for staff

o   Staff Professional development opportunities both local/overseas

o   Advisory services to staff on HRM policies and legislations

o   Staff Working Condition & Entitlements

 

 

Overseas Missions Support Services

Current workload under Corporate Services is limited to monitoring and accounting processes as well as the provision of advice on matters raised by the mission from time to time regarding budgets and staff entitlements. The anticipated workload of separate division includes but not limited to :

  • ◊   Accounting & Financial operations
  • ◊   Policy Advise & Administration
  • ◊   Human Resource Management and Development
  • ◊   Assets/Resources Management Services
  • ◊   Communications
  • ◊   Reporting and feedback on monitoring and assessment of mission output performance
  • ◊   Assist to facilitate contractual payments. Convene project steering committee meetings to validate approval processes and ensure there are no delays in construction work programs.
Records & Information Management

To provide on-going records keeping support services to the overall Ministry in timely manner.

Transportation Services

To provide secure and timely transport services to the Ministry through VIP transport services and the office’s work.

Information Technology

Information and Communication Technology Services – to provide daily IT services for the Ministry on the following roles:

  1. Monitor and manage effective Networking
  2. Manage and up to date efficient website
  3. Develop, Implement and review Information technology and database policies and protocol covering the use of e-mail internet, and other tangible and intangible Information Technology and Database assets, including maintenance of security and proper use of resources to prevent theft and damage
  4. monitor and install upgraded programs on MFAT electronic appliances and staff computers
