Bilateral Relations

The Bilateral Relations Division focusses on strengthening and enhancing Samoa’s bilateral relations with its development partners both new and traditional, including diplomatic and international resident missions, with a focus on bilateral cooperation policy dialogue; development cooperation programmes and technical assistance.

Samoa works to advance sustainable development through our aid, trade, environment, diplomatic and security cooperation. Development aid is an integral part of a country’s foreign policy and a medium through which Samoa continues to engage with other nations and partner governments in efforts to achieve common objectives and mutual interests.

MFAT continues to play an active key role in negotiations with development partners on all areas of bilateral relations and not just confined to overseas development assistance. Samoa’s bilateral relations touch on all areas including but not limited to security, climate change, resilience, economic cooperation and people to people links to promote development through sustainable economic and social growth and poverty alleviation.

In addition to managing Samoa’s bilateral relations with its development partners, the Bilateral Relations Division also manages the secretariat functions of the Aid Coordination Committee (ACC) that is chaired by the Hon Prime Minister.
